Santa Marta and Taganga are virtually one and the same. You can walk from one to the other. So you will, ipso facto, see Santa Marta.....and Rodadero, which is all bogota families and I suggest you try to avoid.
I know nothing of Cali other than the cartels seemed to like it as a base.
I dont know anything about Colombia but let me tell you something about Venezuela. I had a blast in Venezuela. The black market was helpful and everywhere. Caracas is crap but Merida and Margarita Island was fantastic. Margarita Island ALONE is worth the trip.. Fantastic beaches and good hospitality. ABout 100 dollars rt from CCS to Porlamar. Dont stay in porlamar though but any other places and you'll thank me. I have left several posts here about Margarita Island. buses are cheap but plane is faster. If you stay in Caracas, go up the gondola (teleferico). Taxis on Margarita are very safe, unlike Caracas.
This is true of almost all cabbies, but no more so than Caracas...Beware!! And always walk by the cabbies trying to attract you in the airport. Alwasys try to go to a cobbie who seems a little put out that you picked his cab and then you have a winner.
Caracas cabbies are scumbag ripoff artists. This should attract less vitriol than my missionary statement.
