I've snorkelled Gili Meno quite a few times and has always been good. Turtles and wreck beside Bounty jetty on west side facing Gili Trawangan and good drop on east side facing Gili Air. Any Gili island should provide good snorkelling. Spent a few days in NW Bali close to Gilimanuk (ferry to Java) and snorkelled Menjangan island which is in a marine park. Another good drop and lotsa fish but a bit of a trek from Kuta unless you are travelling overland to Java. You could spend some time on Nusa Lembongan (very laid back island between Bali and Lombok with good surf breaks) and snorkel Nusa Penida which is closed by. That was pretty good last time I was there. Boat drops at you one end of the cliff and the current drifts you slowly along it right above the coral. Saw a massive manta ray gliding on the surface a few years ago and that was awesome. Two places on Bali I have heard good things about snorkelling are Amed and Padang Bai Blue Lagoon? on the east coast. Padang Bai is the closest to Kuta/airport if you are short on time. Never tried these yet but maybe next trip. Enjoy to the max. Anthony
