If it is any help, I tried to cross over from Laos to Cambodia years ago (in 2002 i think) and at that time it was not possible to get a visa on the border. What is the current situation? I can't say...
That's the best I can do for you...
Happy travels..

crossing into Laos you will need to get a visa in advance for this border crossing. From my understanding you can only get visa on arrivals in Cambodia when you fly in - not at land crossings (although not 100% sure this is still the case).

You certainly can get a 'visa on arrival' at most Cambodian land crossings. Thousands do so everyday at the Poipet, Koh Kong and Moc Bai/Bavet border crossings. According to the Cambodian Imm. website you can get a visa on arrival at the Dong Kralor crossing in Stung Treng province. According to Gordon at talesofasia, the land crossing between Laos/Cambodia: yes, water crossing: no.
