You will find many (native) English and French speaking personal Guides in Paris that can take you around the city. Just look for ´walking tours Paris´ in Google and you will find many, many companies and personal guides. I think in this case you might want to go for a personal guide, so just one person who loves to show his/her city to visitors instead of a company. It might be a bit more expensive but they usually offer tours that are completely adapted to your wishes. They can take you to the most scenic spots in and around Paris, of which there are a lot!
Parking in Paris indeed seems to be quite a problem. I have never tried it but did some research and it seems to be that it is quite hard to find a parking spot, especially in the centre. You will have to pay for parking between 9am and 7pm on weekdays, costs range between 1 to 3 euro an hour (depending on how central you are) and you streetparking has a 2 hour limit. Also, payment can only be done with a special card that you have to buy in Tabacco shops. So, to be honoust I would not go for this option.
