we were thinking Costa Rica due to its relatively small size.? in november..
but maybe Europe?
so far been to India and Thailand and really enjoyed them both.
would 3 weeks be enough in CR, or enough for a few countries in Eastern Europe?
any help would be much appreciated as i really cannot make my mind up.

Costa Rica is tiny and around a week - ten days would suffice, even though there are very few roads. Most sightseeing is done by short plane trips of about 20-30 minutes duration.
Eastern Europe?? You'll need a few months to really get into it.
As far as expenses are concerned, buy all your packages, excursions etc. once there. That goes for E.E. and C.R.
It'll save you a fortune.
Eastern Europe, as I'm sure you are aware, is very much cheaper than the Western bit.
Very interesting statistic about Costa Rica.... It borders Nicaragua, one of the most unsettled countries in the world, yet it has no military whatsoever.

If you enjoyed India and Thailand try Egypt. Late November/early December is the perfect time to go, still warm but no longer really hot. Prices are similar to Thailand and a bit higher than India if you go backpacking, so compared to Europe it is really cheap. Flights can be had for cheap using charter flights, at this time of the year you should be able to find flights for 200 GBP return to one of the resort towns (Hurghada, Luxor, Safaga, etc).
If you rush around a bit and cram everything in Egypt into 2 weeks you might also be able to combine Egypt with Jordan.
Another region where I would like to point your nose to is Westafrica. Mali, Ghana or the Senegal and Gambia are perfect during this time. Again you might be able to grab a cheap charter flight to Ghana or Gambia from the UK.
