I am spending the month of September in Bali. On the way there I have a 13 hour layover (starts at 8pm) in Taipei. On the way home I have a 14 hour layover (starts at 730am) in Taipei. Any advice on things to do if you only have one night in Taipei, or an entire day in Taipei? Any must sees? In the airport is there somewhere I could lock up my luggage (including a surfboard bag)? Thanks guys and gals!
oh yea...if I am USA citizen am I going to need any documentation besides my passport to leave the airport?

I hope its no too late. There is a lot to do in Taipei. For a day trip you could visit Chiang Kai Shek Memorial Hall, and then go to Sun Yat Sen Memorial and then visiti Taipei 101.
If you are there at night I would recomend going to any one of the night markets and also the top of Taipei 101 to see the night view.
The NY Times had a great piece on a Weekend in Taipei which I would take a look at.
As for documents, I think US citizens can come in and out for 30 days without a visa but you can check the BOCA Website for more details. That should provide some insights.
