Would we be able to see most of CR in 3 weeks and have a few days here or there for Nicaragua or Panama?

When I was in Costa Rica for the first time I spent three weeks there, which was about the right time to explore the whole country in no rush. Hence, travelling to Panama and/or Nicaragua in that time frame might be not worth it, if you really want to get to knowCosta Rica. Also, travelling from San Jose to the South of Nicaragua takes up half a day because the roads are fairly windy. Some applies for San Jose to Panama City.
The closest place you could possibly get to without wasting too much time on a bus, is Bocas del Toro in the north of Panama. It's easy to get across the border and get to the islands, although bear in mind you need to provide a onward-ticket from Costa Rica when you want to return to Costa Rica, otherwise you will be charged a hefty fee (In my case I had to get a bus ticket back to Panama City, because I had forgotten my flight tickets in San Jose...)
