If you are just coming as a tourist why would you need anything more than a passport?.

Doing a bit of research comes up with this http://www.cbp.gov/xp/cgov/travel/id_visa/esta/
Seems to be free,,as a Canadian who crosses the border frequently i've never heard of this requirement for travel into the USA. but by looking at the" ESTA questions answered here - ESTA Q & As" it looks like you are going to need one of these forms..

im from the uk, i went to the US last month.

i believe you need to fill out this form before you go, it only takes a few minutes:

https://esta.cbp.dhs.gov

you def DO NOT need to pay for anything

people from the UK are allowed to enter the US for 90 days on a tourist visa, you just have to fill in the above form.

Yep this is correct. I was in the US in JUly and used the above weblink and its just a simple form to fill in. When originally trying to find it though I had the same problem and found that some of the sites try and charge you for some reason.

Although you fill in the form online you will be asked to complete the same thing again on the plane when you fly out. As well as that I had to fill in a form declaring that you were not bringing meats etc in to the country.

As far as I'm aware even if you fill out the form and it gets accepted the border people in customs have the final say as to whether or not you are accepted into the country. They asked me quite a few questions upon arrival and then I had to do the whole fingerprint thing that they do. Hope this helps

That's correct they do have the final say even if you get the number online. It even says so when you apply for the number. If you fail to get this pre authorisation then you will not be allowed in to the country (probably wouldn't even be allowed to board the plane to the country).
