Donna,
I am going to vote for VietNam. BPers have small budgets, so affordable is a consideration. VN is cheap, most cities have rooms in the $10/nite range. Food is cheap, you can have $1-2 meals in restaurants.Transport is cheap. VN has beaches, diving, historic ruins, culture, trekking, something for every visitor.

Since Mike goes for Vietnam, I will say Thailand. There are many interesting places to explore. Same as Vietnam, Thailand is also one of the cheapest country in Asia to travel. There are a lot of guesthouses which only cost you around 10$ per night. Sometimes less than that. For meal, you might spend average around 5$ per day. There are a lot of choices for transportation.;)

That's a tough call and I guess it depends on the criteria for being "best for backpackers".
If you are going for cheap, then India and Nepal would probably win. India would also win for crazy, overwhelming, exciting, and surreal things to see which is something that backpackers might want. And while there are indeed tons and tons of backpackers in the country, it is a little more off the beaten path than other parts of Asia so there is still a sense of adventure which attracts backpackers. And then there's the food....

But for the first time backpacker, and for the backpacker who wants all the things mentioned above, but with a few more creature comforts and fellow travelers to talk to at every corner, Thailand and Vietnam would tie for me. Both are cheap, with lots of sights, great beaches, and fantastic food. Vietnam was my second favorite country in the world to visit and I loved every second of it, but I do return to Thailand (even though it's nowhere near my favorite) time and time again simply because of how great and easy it is to travel in.
Southwest China (Yunnan and Guangxi) was my favorite place in the world, but it was also the most challenging, slightly more expensive, and the food wasn't as good as India, Thailand, or Vietnam. So maybe it wouldn't be considered "best" for the average backpacker.
