Utrecht in the Netherlands of course. And Groningen in the Netherlands as well.
Leuven in Belgium.

thanks! keep em comin boys (or girls haha)! basically, I'm looking for a place that's going to be very fun and welcoming for an American to study the local language and meet people. Obviously if the city is pretty that's a plus too.
