Sorry! I don't know how to change the subject line!
I’m going to visit Taiwan in December. I've already decided on a few places, but am wondering if Penghu will be too cool at this time. Would it be possible to go for a dip in the water without freezing?

according to your itinerary you might use the following trasportations:
By Railway system:
1. Taiwan High Speed Rail (THSR): http://www.thsrc.com.tw/en/?lc=en
2. Taiwan Railway (train): http://220.127.116.11/TWRail_EN/index.aspx
By Highway Bus System:
* Ho-Hsin Bus: http://www.ebus.com.tw/en/shuttle.htm
* United High Way Bus Company (Chinese only): http://www.ubus.com.tw/
Here is my suggestion:
Taipei to Taichung by THSR, NT$700; Nantou bus from THSR Taichung station exit 5 to sun moon lake, NT$ 200 (not sure, but something like that).
Sun-moon lake to THSR Taichung station (NT$200), THSR Taichung to Tainan, NT$630; shuttle bus to Tainan City, free.
More info regarding Tainan: www.itainan.org
Tainan to Kaohsiung by Train, NT$107. In kaohsiung city: Metro system: http://www.krtco.com.tw/en/e-index.aspx
Kaohsiung to Kenting: by bus, get on at THSR Zouying station (one the left side of exit) or Kaohsiung train station (bus stop on the left outside the station), NT$330-384 (depends on routes)
more info about kenting: http://uukt.idv.tw/uukt/traffic-3.htm (Chinese only)
Kenting to Taitung: first by bus to Fanliao train station, NT127; then Fanliao to Taitung by train, NT 225.
East Coast National Scenic Area – Hualien-Taroko Gorge: rent a car at Taitung train station and return it at Hualien train station. Price: NT1300~ /day; an total extra NT300 will be charged for returning the car in different sites
Car rental infoChinese only)
Hualien to Taipei: by train: NT441
Oh, it seems I replied your question in the wrong thread.
Anyhow, to your question: Would it be possible to go for a dip in the water without freezing?
well, it depends you can check the central weather Bureau for the forcast: http://www.cwb.gov.tw/eng/index.htm
But keep it in mind that Taiwan is very humid even in the winter time, which means if the temperature drops below 20 celsius you might need a light jacket especially at night.
