Go to Majna ka Tilla, the tibetan sector of Delhi. Quite a way from the airport( maybe 1 hour in taxi), but great little place to stay and explore for a couple of days...No hassle there. Try the White House hotel about 500 rps a night.
Its also about 1 hour from Connaught place but the metro isnt far away.

Delhi caters for all budgets from the luxury expensive chains such as the Oberoi and Taj etc to homestays and back-packer style budget guesthouses, good mid-range options are perhaps harder to find.
There are guide books that will list recommendations for 'budget' accommodation. It is also a big city so it depends which district you would like to be near or in and what you would like to spend?

There are many bed and breakfast options too in New can even consider that too as these are cheap and you get to enjoy the warm hospitality of the localities also.
