Recently, the BBC did a survery of the best music in Britain - and London didn't even make the top 10. In fact out of those top 10 places, only 3 were in the South. Bristol is the winner for 2010 - closely followed by Cardiff, Wakefield and Glasgow.
For arts - the top places are Manchester, Cambridge, Chester and Stratford-Upon-Avon. Not me speaking, but again - another recent survey.
There are some fantastic free art galleries scattered around the UK. The choice is pretty much endless.

Hi,

I studied and lived in Glasgow for 4 years and it has an amazing atmosphere both music and art wise. Really like nothing else I have experienced. Also you are close to Edinburgh (like 1hr on train) and you can always hope on a train down south if you fancy a break.

There are lots of small gigs going on in around Glasgow and plenty of small and large art exhibitions.

I would recommend it!
