Take a look at Travelfish they have great reviews and info on accommodation, food and all that stuff. We were in Hanoi just a few weeks ago but we backpacking so our budget is very different to yours it sounds like :)

I would use the 'accommodation' here on TP. Top of this page. Highest rated hotels listed first. Find one that sounds good in your price range, then read reviews on 'tripadvisor'. Good luck.

Hanoi's central backpacker location is the Old Quarter, this is where you will find best range of budget accomodation.

[ Edit: Sorry, no promos please. ]

Check on internet first. There are hundreds hotels in Hanoi but Old quarter should be first choice for tourists. Upper range hotels recommended: La Dolce vita hotel, Boss Hotel, Elegance Hotel, Serenade Hotel with costs of US$50 - 80. Lower range can be: Hanoi Silver Hotel, Hanoi Royal 1 Hotel or Paramount hotel, from US$25 to 35.

Phoenix Hotel is a nice place to stay as it offers nominally priced accommodation. Additionally it is quite centrally located with easy access to shopping and many attractions.

I stayed last year in Hanoi Golden Plaza - which is a bit more modest than its name suggests, but still good value for $20/night. It is close to Especen Hotel which is highly recommended by Lonely Planet (but offers no breakfast). Both are just a block away from Hanoi Cathedral, and quite close to Hoan Kiem lake.

Beware: take a minibus, not a full-size bus on Hanoi airport, because only the former brings you to the spot indicated by Lonely Planet - which is close to the above hotels.

I took the large bus, did not have a clue where I ended and was and easy prey for a zillion taxi drivers offering their services to me. :( Desperate, I started walking in an arbitrary direction, and soon reached Hoan Kiem lake - the lake in the center of Hanoi. And then I could orientate myself easily. ;)
