I don't recall meeting many French in OZ or England, and it's hard to imagine a large population of happy French in Germany

Any time I go travelling I make friends with another nationality;)
Still in touch with great Kiwis, English, Welsh, Irish, Finnish, Swiss, Spanish, Swedish, Brasilian and Canadian...

I think it really depends on the person.

However, I think speaking a language fluently helps. I speak English, French and Italian so that helps me to communicate and get to know people who are native speakers of these languages. One of my exes is Italian and we were together a couple years. He didnt speak any English at all, so I guess my language knowledge helped to get know him!!

A couple of my friends from the UK have fallen in love with Thai girls and I guess you need to know someone to do that... or maybe not?

Hmmm....Its funny I always thought I wouldnt make friends with the poms (whinging poms we call them in Oz) but after traveling I definetly like the Poms the best. (canadians and kiwis are also great)
