Wifi is normally local.

Are you staying in places or travelling about?

Eating and drinking places and some accommodation have wifi. McDonalds does but does not allow access to certain sites.

A dongle helps with reception in weak wifi areas.

I think it´ll be almost impossible to find a provider that´ll let you access the internet all over europe. You could get a sim card with a data plan to access the internet through the 3g or 4g network but cards can usually only be used within the country where you buy them. Furthermore it´s not so easy to buy prepaid simcards anymore. Depending on the country where you buy them you must often provide a proof of residency to be allowed to buy them. Even for me as an european citizen, it often a real challenge to access the internet from another european country.
I think your best bet would really be to rely on the wifi connection provided in most hotels.
