I think the definition of "Europe is very cold in February" varies. To people used to the European climate, they may consider it cold.
However most of the countries football leagues still run in full swing which tells me it isn't overly cold. (Of course I've never been)
I'm also going to Europe in February, from Edmonton, and will be looking forward to the warmer weather.
I'll be going to the U.K., Spain, Portugal and Morocco.
