My boyfriend and I are planning a trip to America for 2015, I am 21 now and he is 24. We are both planning to pass our driving tests this summer but I have no idea how old you have to be to hire a car in America, and roughly how much it will cost. Obviously by the time we go I will be 23 and he will be 26.

We're planning to go to South Carolina along to Florida, Georgia, Alabama, Tennessee and Texas. Ideally, we only want to drive, but we need to know if this is feasible before continuing to plan our trip, as we want to share the driving so its not all down to the one of us.

Is your budget unlimited? Do you plan to return the car to it's original renting location? Anything can be done with mucho $$$$$. One way rentals incur a very hefty drop charge, and you will have to hunt for an agency that will allow you to rent. 2 persons driving only adds to the cost.

With the big companies, any driver under the age of 25 incurs a heavy penalty, so money-wise it'll unfortunately make a lot of sense to have him be the only driver.

You don't say why you're picking those particular states to visit. They wouldn't be anywhere near my top choices. Depending on what it is you want to see and do there, consider flying between hubs, and only renting a car for shorter periods from each of those hubs; that way you won't incur the generally hefty one-way fees which Daawgon mentioned.
