I live in Manchester UK.
I need to plan a route to the following destination's:
France
Portugal
Spain
Switzerland
Italy
Croatia
Austria
Germany
I cant seem to find the best route, it also doesn't have to be in that order.
It's worth noting that I want to travel a lot of Italy! but mainly visit the capitals.

For going to oversees for many places to visit first you study about all the places and their maps it will help you lot.
Depending on specifics (countries are a very wide perpective, do you have specific locations within each country on mind?) and when (transport options sometimes vary according to season) and where you must arrive/depart from... but you could do
Portugal
Spain
France
Germany
Austria
Switzerland
Italy all the above by train, then ferry to
Croatia
yes that will be good plan to go systematically that will reduce your cost of fair.
how are you traveling? by train/bus or plane?
there are very cheap bus companies out there like flixbus!
or you could also do interrail it's pretty cheap until you turn 26th!

I would list the countries in order of most important to you to "could wait until next time if I had to." Start with the place you most want to go. If the second one is fairly geographically close, just head that way - possibly via some of your secondary destinations.
