A hint as to your nationality might go a long way with getting this question usefully answered.

What country?
Why not just call your passport office or check their website?
Different countries - different time frames. For some countries you might be able to pay extra for expedited service.
In the U.S. my hometown post office accepts applications and answers questions.
(Do a Google search for your country's requirements.)
- Personally I hope it is a big problem to replace a lost passport! A genuine passport in the wrong hands such as ISIS - Daesh can be deadly!

It would be helpful to answer your questions if you at least mention your country. If you are an american you will have to make an appointment and the processing will usually takes 4 to 6 weeks. Not so sure though as I am not an American so my answer is just based from what I read online.
A simple Google check can answer many basic questions for you. Or at least get you pointed in the right direction.
