Hey there.

I am planning a world trip starting in August travelling to 12 countries.

I have 2 weeks in Vietnam and am unsure how to plan my stops. Ho Chi Minh is my priority with Mekong Delta (maybe 1 week for this).

We are travelling through in December so I am aware it will be winter in the North. I need recommendations for the additional week I will be spending here and where to go. Preferably somewhere close(ish) to HCMC- but i'm happy with trains/buses.

Is it worth the journey north to Hanoi for just one week in the winter?

December in Hanoi is still reasonably warm depending upon what you're accustomed to. 15-20 degrees (C) and it's not usually wet at that time either.
Visiting depends on what you're interested in.
But the same can be said of Cat ba, Dalat, HoiAn, Danang and Nha Trang depending on what interests you...

Agree with the above post about the weather in Northern VN in Dec. I think you should do Hanoi first and then make your way down to HCMC. North (Hanoi, Halong Bay and Sapa or Ninh Binh) and South (HCMC, Mekong Delta and Phu Quoc island) - 1 week for each place.

I think you don't need 1 week for HCMC and Mekong delta, it's worth traveling to the north, if not to Hanoi to experience the cold, you can travel to Hoi An, Da Nang, Nha Trang.. I recommend 5 days in HCMC, 2 days in Nha Trang, 3 days in Hoi An and Da Nang and maybe few days in Hanoi before flying home.

Little to see in HCMC itself.

Little in and around Hanoi, which is some 1,483 kms away.

WIth first destination in HCMC, I think you should spend 3 days in Mekong Delta (Ben Tre, Can Tho, Sa Dec, Long Xuyen, Rach Gia or Ha Tien), then go ahead to Phu Quoc island. Totally, you will have 1 week in the South. Next, take a flight to Hanoi to visit this peaceful city and surroundings like Ninh Binh and Halong Bay. If you want to admire the breathtaking mountain passes and, sunshine blue sky, lush green rice terraces, colourful clothes of some hill tribes, you should travel to Mai Chau and Pu Luong Nature Reserve.
