In Ho Chi Minh, you can go:
Binh Tay market
War Remnants Museum
Cu Chi Tunnels
Cao Dai Temple
Jade Emperor Pagoda
Bitexco Tower and Sky Deck
Reunification Palace
Ho Chi Minh Central Post Office
Mariamman Hindu Temple
Notre Dame Cathedral
They are famous in Vietnam but they are not expensive to visit

I'm rather partial to Hanoi since I just left that wonderful city, but this post makes sense:

"Agree with the above post about the weather in Northern VN in Dec. I think you should do Hanoi first and then make your way down to HCMC. North (Hanoi, Halong Bay and Sapa or Ninh Binh) and South (HCMC, Mekong Delta and Phu Quoc island) - 1 week for each place."

I think Dec in Hanoi is the perfect time (mild weather and dry). The city itself (esp. the Old Quarter) is the attraction - very friendly/walkable and unique, but totally different from Saigon.
