Just to be clear you are asking for Georgia the country not Georgia the state in America?

Whenever it is winter (December to February I believe) would be your best bet, though I hear March the cover is still good in Georgia the country (April might be pushing it) and apparently the best place to hit the slopes is in Gudauri.

Georgia (the country) been there in Oktober and viewed the first snow falling in the Gudauri area so probably as early as November would be possible, and I saw a news article about a runaway ski elevator in Gudauri ( https://in.reuters.com/article/georgia-accident-ski-lift/runaway-chair-lift-injures-skiers-at-georgian-resort-idINKCN1GS27H ) Not to scare you, just to show snow up until march
If you're not going skiing I can recomment a hike up to Trinaty Church, area looks really great in snow

If you meant the state Georgia I would not be able to give you advice on that

When you say some place with snow, do you mean you're open to countries outside of Georgia? If so, might want to consider Hokkaido in Japan but it's really depending on your luck. I went in April 2 years back and there was even a snow storm on one of the days.
