Hello I have a question about the Working holiday in Canada as it seems quite confusing. My girlfriend and I want to be there in 2020. If we get apply and get accepted this year or next year do we have to go immediately or can we go to Canada in 2020? If it matters I am American and she is German

Also we have noticed that she needs a police certification as she is from Germany. How recent does this document have to be?

If you're referring to entry by international experience Canada visa programme, unfortunately, it is not available to Americans at this time, link below to see eligibility.

However, you might have better luck with BUNAC - buncac.org - if you're still a student.

Yes I am planning to do my year through one of the SWAP programs such as InterExchange, BUNAC, or IENA as I am still a uni student and will graduate soon.

However we still need to know about the police history report that's required for all Germans applicants for the International Experience Canada. How recent does the report have to be?

The official answer below states that a work permit obtained by Canadian International Experience candidates who are accepted from the 'pool' of IE applicants lasts for 12 months (which is logical):

Your Letter of Introduction will normally be valid for 12 months. If you underwent a medical exam, it will be valid until the expiry date of your medical exam or for 12 months, whichever is less.

Application for a work permit is only available once an IE candidate has been accepted from the 'pool' and has received an 'Invitation to Apply'. There is a 20-day 'window' for the application to be made, after which it will no longer be available. The police certificate is required for that application.

Imo it needs to be as recent as possible...indeed, there is an implication that it should only be applied for when an 'Invitation to Apply' for a work permit has been received. If the certificate is not available within the 20-day period it is possible to provide receipts showing that the certificate has been applied for and then provide the certificate itself before the date set by the request letter which will be sent:
