As I said the Hajj visa only allows travel to Mecca and some other Holy sites. Anything not associated with the Hajj you cannot go visit. If you want to visit as a tourist you have to take out a different visa (I don't know what that visa is for Americans). If you organise with a tour group they usually help with organising the visa. However this visa may not allow access to Mecca. For my country you either want to go to Mecca so you take a Hajj visa or you want to visit other parts of Saudi Arabia so you take a tourist visa but you can't do both. You will have to check how it is with the US.

Even if you sort through these issues to have any chance of independent travel beyond Hajj you still need a local to host you and basically vouch for you so unless you have contacts in the country and since Mecca is somewhere you wish to visit perhaps it might be easier to just get a Hajj visa so at least you will get to see all the Holy sites.

You should also be aware that when you try to enter Israel with a Saudi visa in your passport you will be questioned intensely. From what I hear it is pretty rare to actually be denied entry but I guess that will depend if nothing erupts politically.

For Jordan I would consider renting a car as I don't think motorcycle rental is that common, but if you do get one make sure you have a full motorcycle licence in the US. Even if you rent a scooter you need one for your insurance to cover you if you have an accident.
