I'm thinking for a back pack trip of Bhutan in the month of February. Bhutan is the city on my list from long time. Just for an advisory can someone tell about Bhutan staying conditions. Is it safe if I travel Solo?

You'll note there is a minimum spending requirement. Visas are issued to tourists who have booked travel with a local licensed tour operator, either directly or through a foreign travel agent. As a result, there are few backpackers. There will be even fewer during December-February, the coldest period for travel in Bhutan.
There is relatively little crime in the country.
For the hoops you must jump through and the spending requirements they had better take care of their wealthy tourists!

If you were planning on visiting this place on the cheap I don't think you can do it.

I haven't checked the links but I know that only a few years ago you could only travel in Bhutan with a guide. So it was very very safe for anyone (male or female) but also very very expensive...
It's mandatory for you to join a tour in Bhutan to get visa as others say. It's safe as others says but I have heard lots of stories that guides/drivers hit on solo female tourists. If you can stay cool that wouldn't be a problem though.
If you are worried you could travel in a group tour. While I don't know the numbers I would suspect it would be cheaper than a private guide.
