As from 1 October 2019, all tourists to New Zealand who have previously been able to visit with a visa waiver will have to have an ETA (NZ$9 or NZ$12) and pay a "tourist tax" (NZ$35). Even flight crew will need the ETA as will any visitor 'in transit'. These will be available from 1 July 2019. See this article.

Unfortunately, the way of the world. And the EU will be charging NZers (and the Brits) for something that's not quite an e-visa as from 2021 too.

US are doing for some time now, so as the Canadians so why not EU. Tit for tat

None of it helps the traveller though.

And at the prices NZ are charging, they're not doing it for profit - typical Labour government, add bloat and bureaucracy, create a few public sector jobs whilst driving away some tourists so overall costing the economy.
