A U.s. citizen has U.s. Passport and applying for eVisa to fly from Seattle USA to India but when checking for prices ..she found that instead Seattle if she travels from Vancouver to Ahmedabad (which is only 2 more hours from Seattle) she can save a lot of money instead of buying ticket from Seattle to Ahmedabad. So wondering after getting evisa from USA ...can she board from Vancouver?

Visas (including e-visas) are normally all about permission to enter the country so I can't imagine they are closely interested in where you depart from.
Looking at comments of travellers online I see people saying that changes to port of arrival are fine and the authorities don't pay much attention to the forms, so if that's at all true they're not going to worry for a moment about where you flew from/via.
I've done this kind of thing in reverse. Got a Visa to go to Brazil and flew out of Seattle. (I'm a Canuck). It is absolutely fine, as far as I can tell. I think you're good
