Before the internet it was very difficult, but now its really easy.
No previous experience isn't the problem it was either. There's so much info and blogs/vlogs that most major cities are amazingly easy to find out about, although that doesn't stop it being a scary thing to do.
Disabilities are a different ball game. Despite Europe having spent the last 30 years trying to become 'disabled person friendly', there are plenty of hazards remaining (depending on the exact disability) but the poster didn't suggest any issues like that.

I was just in Paris with my granddaughter - we were there for a week on the way to a river cruise. We got there 5 days ahead of the cruise. I asked my granddaughter to make a list of the things she wanted to see, and I also had a list. My travel agent for the cruise arranged some tours for us, based on the list.

My sister likes Tauck tours. Personally I think they are too expensive, but I think they have a London-Paris tour.

To get the best tour package, you need to do quite a bit of research. First, you should do is make an estimated, what is the max you can spend, then count on your expenses such as air tickets, hotel, local travel, food shopping, etc. Then search on google and play store for the website and apps. Compare their prices and choose the best that suits you. Some website provides the combo offers, you can look for that.

I've found that if you shop around online you can get Travel Agency style deals for a big discount, particularly if you book around 6 weeks before travel.
I am busy with work so it is harder for me to spend time assembling my own package, but that can work well also I understand.
