I would say Hawaii, but it would be the start of the rainy season. Key West and the southern coast of California would be possible. Aruba is always warm and has hardly any rain. The same for Peru - hardly any rain and it is the start of summer there.

Mountains are almost always cold.

I live in the USA, will be in Singapore oct 18-oct 31.
was looking for a place like Rayong, Thailand

The east coast of Malaysia and some of the Islands in the Gulf of Siam can still be a bit rainy in November but the rest of Malaysia and Thailand should be fine.
Islands Like Pangkor, Langkawi, Penang, and places like Krabi and Phuket should be good then.

I should add that the weather isn't reliable so it's not a sure thing, as Thailands wet season seems to have started rather late this season but that doesn't mean it'll necessarily finish late.

Or you could try Sarawak/Sabah, but that could be a bit of a gamble in November..

Take a look at Chiang Mai. Although it is a city and not a beach location there is lots to see and do. (You can sign on to shared tours in person through local travel agencies in person.) Chiang Mai is a popular destination. There is an airport in this city. Also train and bus transportation. If your visit is a short visit fly there and save time for exploring, etc. (The weather here might be better than Singapore.)

Chiang Rai is a smaller city than Chiang Mai. Look it up if interested. (I visited Chiang Rai a couple times with day trips from Chiang Mai.) Chiang Rai has an airport.
