If you have the Uber app on your phone already, it should work in any country where they have Uber, as long as you're connected to the internet.

I have downloaded and used the Uber app in New Zealand. On my travels, I've since used the same app successfully in India, Brazil, Argentina and Uruguay (but not Paraguay) all paid for using my NZ credit card at the local rates.

I have used Uber around the world with the app installed on my mobile phone. Payment is via my U.S. credit card. Please note, however, that there are a number of scams and other issues involving drivers of ride-hailing services. You should be aware of those. Go online to check.

Uber might not necessarily be the cheapest nor most convenient form of transportation, particularly to/from airports. It's wise to consider the options. This Web site is helpful: https://www.rome2rio.com/

Since you live in the U.S. simply download the Uber app to your mobile phone and provide the required credit-card information. Suggest you use a card that does not charge foreign transaction fees.

Over all Uber in Lima at least from what I have heard isn't too bad. Though it is usually not recommended for transport to and from the airport. There are some issues though and this article does nicely summarise what to look out for despite its sensationalist headline:
