The only Moroccan bus companies operating inter city coaches with guaranteed functional aircon are CTM and Supratours ( the ONCF railway subsidiary) the independent companies cannot be relied upon to provide this mid-summer essential comfort feature. The reason for no aircon is usually monetary, when it is switched on by the driver the engine compressor consumes more fuel thereby diminishing profit margins, similarly, the refrigerant level might be too low and in need of a recharge which again costs money, and requiring specialist equipment.

I find travel by Moroccan train much better, even the older coaches always have satisfactory aircon.

I think in 1965, the bus just didn't have A/C - it wasn't that it wasn't turned on. (If that had been the case, my mother would have made them use it - they would not have been able to just not use it.)

The previous year in Spain in July it wasn't that hot and the only train that I remember having A/C was one of those single car trains which was new - going from Valencia to Granada.
