You can contact the Philippines Embassy in India and ask them.

Pull up some of the big newspapers from the Philippines and read some of the articles on tourism.

My suggestion is to NOT book any hotels or flights until you know what steps you may have to take to visit the Philippines.

Ask your airline if they can fly there and perhaps they have some advice too. Also check on any quarantine or other special requirements for when you return home.

Wait until the country allows foreigners in for travel. Right now even the locals can't travel internationally for leisure. The COVID-19 situation here is getting worse and from time to time they will impose a more stringent form of quarantine, only to relax it again until the cases spike after a few weeks.

Besides, it's monsoon season. Best to visit only after November when the skies are clearer and weather won't ruin your trip.
