I think this is Ostia.
It's Ostia Antica, Rome's ancient harbour city, which is near to but not actually in modern Ostia. It's a huge site with roads, tombs, villas, houses (including insulae..apartment blocks), mosaics, temples, wall-paintings, thermopoliae (cafes), shops, a forum, a market, a theatre, a palace........
The whole site is well-preserved and very easy to get to by commuter train from Roma Porta San Paolo station. The cafe/restaurant is within the site and the first building is the site's small museum (most of its artefacts are in Rome's museums).
It's much less busy than Pompeii or Herculaneum, with lots of grass, trees and wildflowers. Imo, it's also much more atmospheric unless you manage to visit the other two sites when there's hardly anyone else around. :-)
