I think we just typed a paper with my husband
And I studying he was allowed to travel unaccompanied by an adult. We had it notorzied but they never asked him for anything at the airport. Things maybe different now because of Covid. Good to ask the airline that you plan to travel on back to Russia or where

You should definitely check what documents you'll need with the airline you'll use to get home (all airlines have different policies about young people travelling alone). Your mother may need to contact the airline directly to find out exactly what is required.

Apart from that, if you are legally allowed to stay in Italy for longer than 90 days (you should double-check the conditions of your permesso) and you intend to remain with friends throughout (I assume at least some are over-18 adults?) I can't see why any extra documents from your mother will be necessary.

But if you want to travel alone or with under-18 friends, to stay in hostels/hotels or to work (which I doubt your permesso allows anyway) you will certainly encounter problems which need more than just a document from your mother.

I'm not sure what you mean by exemption?

Looking at their government website, ordinary travellers are not allowed to enter the country at present. People with a good reason to enter (such as returning residents) are required to undergo 14 days quarantine on arrival. And then there is no travel between regions, and local restrictions.

That you will need to find out from the airlines and do some research about any healthcare needs that could come up. We also wrote a letter stating that if any health care was needed we give authorization for a doctor or hospital to treat.
Especially during Covid

I've done some research and minors need a signed permission from their parents to cross state borders.
