Well, I'm with the others that it can't replace leisure travel fully.

But it definitely can make a dent. Some types of situations where VR could change things:

1. Eco travel. There is a strong case to be made for treading lightly and virtual travel can offer that. Just install the needed technology in some remote area and anyone can visit it virtually at any point. For a small donation of course. Imagine being able to visit that family of gorillas live without disturbing their environment in the slightest. I think it would definitely be a step above TV.

2. Sports. Instead of physically travelling to a match, I can imagine a future where I could just put on my headset and watch the game unfold as if I was there sitting in a seat with the actual live crowd all around me. No need to stand in long queues or pay ridiculous amounts for drinks.

3. Impossible travel. Think, attending New Years Eve celebrations in multiple cities at the same time. Or attending them 5 hours after they happened. Or going to space. Or visiting places before they were destroyed.

Do I think any of this will reduce the number of people travelling for the sake of adventure? Nope. It's just too hardwired in us to want a physical change of scenery. But I can definitely see the travel sector growing into these new areas as technology starts to make it a possibility.
