My Daughter needs to travel from Atlanta to Mumbai on 21st October 2022. She is travelling by Air France and she is having layover at Paris Airport for 4.5 hours. Does she need a transit visa at Paris?

You don't give your daughter's citizenship, information which is crucial for all visa questions.

If your daughter is a US citizen she does not need a transit visa for her Paris layover even if she needs to collect her bags in Paris and re-check them for her second flight (formally entering France to do so).

If your daughter is an Indian citizen the official website below states that she does not need an airport transit visa as long as she remains in the airport's international transit zone:

If your daughter is travelling on a 'through ticket' with the same (or partner) airline from the US to Mumbai her bags will almost certainly be 'checked through' in Paris so she can remain airside in the international transit zone. She could contact the airline to be sure this will happen.

If your daughter has two separate tickets (US>Paris and Paris>Mumbai) and/or needs to collect her bags and check them for her Paris>Mumbai flight she will have to leave the international transit area and formally enter France. As an Indian citizen she will need a short-stay Schengen visa. The official site below gives details:
