I have been to Manila several times. For me a gateway city. The PI is spread out, flying may be required for distant places. Simple Google type search can be useful for "places to see" for things that interest you.
Your government foreign affairs department or state department will have a Travel Advisory for places not to visit because of safety.
Admission entry requirements depend on the passport you travel with.

All of these are the best places in the Philippines for vacations. Actually, a few months ago, I enjoyed my vacation in the Philippines and explored these places personally there.
I visited Coron and El Nido, Palawan last November and I can say that it's better now and most COVID restriction has been lifted. Though some of the prices have gone up but it is still relatively cheap than staying in Bali. I'll say skip Manila for now because the taxi is overcharging foreign visitors and too much traffic. I'll probably visit Cebu and hop on Bohol for a day tour hopefully this year.

That's great you have visited Coron and El Nido, Palawan, and spent a great time three. You are right travelers face this issue in Manila. But in the future, you will visit a nice place. I will also try to explore Cebu next month.
