You don't give your departure airport nor expected arrival time, so your current question can't really be answered by anyone.

For me, if I were arriving on a long flight from a distant country - I would spend the night in Manila. But that is me. I have been to Manila a few times, it's okay.

There could be delays and you miss the earlier flight. Will you be checking bags?

There is some distance between the 2 terminals. Bags could come out slowly too.

Unless you have a Filipino passport you could have some delays going through customs and immigration.

You can change a little money at the airport.

If you book the later flight - and arrive earlier than expected - you could ask if there is room for another passenger.

Up to you.

The distance from terminal 3 to 4 is 45 - 50 mins depending on traffic. You can also ask any personnel at the airport if you need assistance with a transfer, they offer a ride going to the other terminal. But it's better to take the 14:00 flight as immigration takes a while to check everything and if you have check-in luggage.
