The forum rules phrase it like this:
NO survey links. If you want to ask a question, ask it in the thread. Don't direct people to a survey on another site.

This is still in the grey zone, particularly due to the "tools" bit (making me fear yet another startup wanting to develop yet another app), but personally I decided not to flag it based on the way Estilo clearly explained and identified a lot of information. Either everyone else agreed and also not flagged it, or the responsible moderator here decided it was fine after such a flag.
