Your query was:
Hotel- Extremely cheap - good - good location - Paris

Answer:
"No answer with all these search terms"

You may find hotels that suit some of your requirements:
Some hotel chains (Formule 1 for instance) offer very good prices, but they are not ideally located: either near the periphérique or
Very cheap hotels in some areas might offer quite dreary rooms and / or might not be in the most ideal location (rue Saint Denis, Goutte d'Or)

The only hotel I can think of that might be suitable is the Hotel Henri 4 of Place Dauphine.

Otherwise, you may have look at this page listing low budget hotels.

We've stayed at Hotel Saint Honore 3 times, and it's everything your looking for. It's about 3 blocks to lourve, great shooping and all the restaurants you want. It's very clean, they speak english and have a quad room on the second floor that might work for you.

I stayed at Home Moderne - which came out to about 40 Euro a night. It's in the 15th, though, about a 10-minute walk to Convention Metro. I didn't mind it, though - it gave me a chance to get a 'feel' for the Paris that Parisians live in (as opposed to the places more frequented by tourists - which I spent the rest of the day in) and I stopped for a patisserie and a coffee on the way to the Metro every morning.
