I have not personally been to this place, I picked this info up on a trip to Thailand for "future" use.
the ANGKOR ARMS HOTEL, Ekareach St. Sihanoukville, Cambodia. They have a tel. # (855) 034-933-847. They claim to have rooms from $7 to $20 U.S. Lots of services, located in center of downtown Sihanoukville, 100m from the bus station. Claims 5 minutes from the main beaches.
Web page: (www.angkorarms.com.)
Let us know if the place is any good, or not any good!

Try the canbypublications.com site. They have very helpful hotel listings for all the major Cambodian cities. They also publish free guides for each city. Look for them when you get there.

May,
I vote for the Victory Beach Hill area. It has a dozen places to stay and a dozen restaurants as well. Many BPers stay there. Mealy Chenda is the biggest GH on the hill. Rooms from $4 and up. They meet the boat from Koh Kong and buses from PP. When you get off bus/boat, look for a guy holding a Mealy Chenda sign. Let them take you and look it over. We don't stay there but do eat there and drink/play pool at Mealy's. They have an evening buffet most nights that is worth the price. If you don't like the rooms, walk 20 meters and you have 4-5 more to choose from. Chez Mari-yan is a good choice. Off the main drag and you can look at the water, quiet, food as well, $5 and up.
We stay at Marina Hotel across Ekareach St. from Mealy's. New, big rooms, cable TV & A/C, lock boxes; $8-10/nite. You can walk to Hawaii & Victory beach in 10 minutes from all the GHs on the hill.
I have photos of S'ville in my gallery. PM me if you have questions.

There are still some very basic huts on ocheuteal beach where the owners will let you stay for free if you eat and drink a couple of beer there.

I stayed at a place called GST Guesthouse. It's sort a really big guesthouse where loads of motobikes take backpackers so they can get commission from the guesthouse.
The place itself isn't bad and it's very close to Ochheuteal Beach. Food was good though the service was a bit impersonal and disorganized since the entire staff is comprised of 10-12 year old kids. The place has a very big Internet cafe and VoIP calling (though they won't let you use Skype)
I was paying 3 USD/night for a nice room with a fan, satelite TV, and a bathroom. I believe the roomrates usually jump up to around 5-6USD/night during the high season. Rooms were clean and the rest of the staff was very friendly
