Why don't you take a look at the Boddhi Tree Guesthouse? Small, friendly, each room is different and not expensive. I think you will enjoy your stay there.

Number 8 Sister, down at the Lakeside where lots of cheap guest houses are located. You'll either hate it or love it down there. One of them things. It's got what you'd call a travellers 'vibe'. Nothing of the Kaoh Sarn Road deal though.

Just don't jump into the lake. Not that you'd want to...

I enjoy staying at the Dara Reangsey Hotel in PP. The location is great; only two blocks from the riverfront. You can walk to many markets, restaurants and cafes from there, as well as the Royal Palace and the National Museum. The rooms aren't plush, but they are clean and come with AC, hot water and cable TV. All for $15 per night. They have a very good downstairs restaurant also, and the two sisters that run the place will go out of their way to make your stay enjoyable. The only downside is getting up to rooms on the higher floors. They don't have an elevator/lift, so be prepared for some stair climbing! The can also arrange airport, boat, or bus station pickup. See their website at:
