I am looking at flying to central Europe in early July from Chicago. I have not narrowed down exactly were I am going to fly to since I am open and looking for the best price. However I want to know how early I should look to book tickets for the best price? Thank You

Either very early (at least 3 months in advance) with regular airlines or very late with a charter carrier.

I recommend very early, as it gives you the safety of having a ticket when you want to go.

BTW, check flying to London or Germany and then connecting with an European budget airline, instead of flying direct. See www.skyscanner.net.

Be aware that the best and cheapest seats on the budget airlines usually sell out around 4 months before flight dates.

I did something similar to you two years ago (flying out of Chicago in July!) and I believe I booked my tickets in February. I agree with the previous post, flying to London from O'Hare is usually cheapest because they are such big places. The more obscure you get, the more expensive the tickets. Definately shop around, and since you're doing this so early, subscribe to a few websites and see if you get any email deals sent to you in the next month or two. I think my actual flight was Air Canada to Toronto then Toronto to London. A little out of the way, but cheap! Once you're over there, there are a ton of really cheap airlines (Ryanair, Germanwings, BMI, etc) to jump around Europe with. Have a great trip!
