Yes, I absolutely agree that staying near the sky train (BTS) and subway (MRT) is the best choice.

The popular areas along the sky trains are Sukhumvit, Silom and Siam Square but Ratchada which is on the MRT route is also interesting. "Huay Kwang" mentioned in the post above is in Ratchada Area. The hotels in this area are cheaper while giving the same accommodation standard as provided by those in Sukhumvit , Silom and Siam Square and it's still convenient with the MRT. But it is quiet, party girls and boys may don't like it.

The Chaophraya reverside is another romantic place, perfect for honeymoon couples. But I'm not sure about the price issue as most of the hotels in this area are 5 or 6 stars.

You could stay on Samsen Road which is about a ten minute walk from the police station end of Khao San. Just over the bridge there are a few places on the left running parallel to the canal, popular soi for farang English teachers in Bkk to lodge.
Perhaps contemplate Phra Athit Road (my favourite road in Bangkok for architecture and style), there are a few good place there like PS Guesthouse and Apple 2 GH etc... These guesthouse are again just 10 minutes from Khao Sarn - also better value for money.

Soi Rambuttri - 5 mins stroll to Khao San Road. Still has a few bars and guesthouses but is so much more chilled out

A great place to stay in Sukhumvit (I think) is Asha Guesthouse - the food is amazing and its run by a nice British bloke and his son

Enjoy Thailand :)

It all depends on what kind of tourist are you to Bangkok.
If backpacker then best is khasarn. IF business or family oriented and more class then suriwongse silom sukhumvit sathorn is best.
I usually would recommend siamheritage since i stay there and it is perfect to all the shopping and night out bar.

I just posted a response to a similar question in another thread, so I'm going to simply copy-paste in case you haven't seen this thread:

"Hey, not sure what your preferences are but if you want budget and culture, basing yourself on Khao San Road is a good option. I may not have first hand experience but from research (& I plan to stay there the next time) Khao San is a good place if you want to easily get to the Grand Palace (the Emerald Buddha) and Wat Pho and explore Old Bangkok.

If you want a more commercial area, you can stay at Soi 7 in Sukhumvit. I stayed at a place called Thai House Inn which was a pretty good deal for 700 baht. Now, my room didn't come with a TV but the a/c rooms were clean and hot water was available 24hrs. But the best thing about staying there is that it's a 1 min walk away from Nana station (the skytrain). I really enjoyed the convenience. I took it to fly above the terrible Bangkok traffic to get to the malls and even got to Chatuchak Weekend market in just 20mins time.

Here's a YouTube video of some guy who stayed there as well, shows you the surroundings."
