I have read somewhere that it is possible to get a visa for Vietnam in pnom phen.Apparently it takes about 15 minutes??
I am traveling in December this.

Can anyone confirm this?

err i dont know about getting a visa but i would very much doubt it would take 15 minutes....3 days maybe....

It is possible to get your VN visa in 15 minutes down in Sihanoukville. There is a guy who runs the VN consulate out of his home. He will literally do the visa while you stand there and chat with him. He was not exactly overrun with business while I was there. You need to donate a few extra dollars his way for speedy service however.

Another option is to get your VN visa in Phnom Penh. Many guesthouses and businesses will get the visa in one day. It costs more for speed, but it can be done. I use Lucky, Lucky Motorcycle Rentals. Fast, fair, honest and they have been doing this for over 10 years. Send me a PM if you need more details.

I got my Vietnamese visa while in Phnom Penh from the Vietnamese embassy. The embassy was really close to the central part of the city, and it took one day. It's also possible to get it from a lot of guesthouses in one day, but they charge a little more.
