Are you joking? That's a really long distance! Take a good look at a map of China, please.
Yes, of course highways link most parts of China, otherwise how do you think people in China travel?
However, I'd suggest that you travel by train instead. Even going by train, there's no direct train from Kunming to Harbin, the best might be for you to transfer in Beijing. T62 leaves from Kunming at 2202 and arrives in Beijing at 1327, journey time of 39h25min. Then catch an overnight train from Beijing to Harbin.

As i know, it will take you more than 40 hours to travel from Kunming to Beijing and about 15-hour more from Beijing to Harbin by train , so do no think about take highway, maybe 15 days will be enough.

Well, i think the best way for you is by air, only 3 hours from Kunming to Beijing, and u can take train to Harbin, all will cost u 2200 RMB, eaquls 275 USD, if you do not take a bed in the train, maybe 2000RMB is enough. I have used sinohotel for travel planning, u may have a try.

And as far as I know, you will need a chinese drivers licence to rent a car or drive your own car. When driving your own car, you also need a chinese licence plate.
