Well if you are intending to see Chiang Mai first - check out some of the travel agencies that have tours up to Chiang Rai. You may not have to stay there at all overnight. There are lots of day tours from Chiang Mai that take you there or to attractions near there. I think that there is more to do in the evenings in Chiang Mai than Chiang Rai - just a personal opinion!
Long Neck Villages and the Golden Triangle Angle are two points of interest. At the Golden Triangle area ask your guide about getting some Snake Wine from the village across the river (have passport, but no visa stamps required.)
Many tourists head up to that area so that they can step across the border with Myanmar and get their passports stamped in and out.
Interesting place to trek in the area. The city it´s a quiet place. There is no night life like in Chian-Mai.

Other option is travel by slow boat by Mekong river up to Luang-Prabang (i recomend you visit this place).
