i wonder if there is any offer of short albania tours (1 to 3 days) available in montenegro towns. where to look for such tours? bar? ulcinj? kotor? any suggestions of travel agencies?

I think that most chances to find them are in Ulcinj. Try the local travel agencies in the town center. I am myself more in favour of independent travelling and there are a lot of busses into Albania from Ulcinj. Alternatively you can take a bus to Tirana and choose a tour from there...

I reckon there will also be tours to Albania from Podgorica, the capital of Montenegro. Then you will enter AL in the very north, you will pass a little village called Tuzi, along a very scenic narrow road, nice bus ride. However, I agree with Snoezepoes, why not go for independent traveling by bus. Try to reach Theth (north AL) in the so-called Albanian alps, it's a very nice village within beautiful nature. The road to there is very rough. Try to arrange a local 4WD cab at Koplik, and have the drive of your life... Accomodation available in Theth.

I popped into this kind of information:
The Samsel travel agency has comfy buses driving from outside
the Rozafa hotel (in Shkodra) to the Rozafa Bar in central Ulcinje at 09:00
and 15:00 daily, with return trips at 06:00 and 13:00, taking
about 1,5 hours. Tickets are 500 lek and can be booked in advance.

I don't know where Rozafa Bar is, but you can give it a try. So from this piece of info there should be buses from Ulcinj to Shkodra in Albania daily at 6:00 and 13:00
