Putting a blog to bed

If I want to pull my blog down is this possible?

Yes. In the main blogs management screen (the one you access from the control panel), you can choose to delete blogs. (Note that when you do so, the domain for the blogs remains reserved, so you can't later on restart the blog under the same domain without having an admin clear the domain. This to protect against other people restarting 'your' blog, and your visitors getting very confused.)

What might be nicer toward your visitors is deleting all the individual blog entries (on the "manage" tab within the specific blog management pages), and putting up one new entry in which you explain that the old blog is gone and that you don't intend to work on it anymore.

I think as well, there was talk before that if you delete your blog it can effect your member status and thus your perks. Don't know if this matters to you or not.
